Built on transparency, efficiency, and deep market knowledge, including title due diligence and adjudicated basin expertise, our work focuses on evaluating opportunities, structuring approaches, and supporting compliance within California’s complex water rights framework.
We provide advisory services to water owners and stakeholders, including planning, analysis, and strategic support related to water supply optimization, agricultural development, and irrigation design. Bobby Boytor
Executive Manager
With over 20 years of experience in water and land asset management, Bobby Boytor is known for reliability, transparency, and efficiency. He has developed long-standing relationships with local farmers, municipalities, and stakeholders by consistently delivering high-quality service and support.
Mr. Boytor's contributions to the industry were recognized when he was appointed by the San Bernardino County Supervisor as a director of the Mojave Desert Resource Conservation District. He also serves as a member of the Mojave Basin Alto and Centro sub-advisory committees.
Prior to founding Mojave Resource Management, LLC, Mr. Boytor spent eight years with Aqua Capital Management LP, where he was responsible for water rights acquisitions, title due diligence, client administration, and asset management.
Paul Johnson
Agriculture Manager
Paul Johnson is the owner and operator of Johnson Custom Hay Farming in the High Desert. Since 1968, Mr. Johnson has been actively farming in the Mojave Basin and surrounding areas. For more than 50 years, he has managed a wide range of agricultural operations, from small family farms to large scale agribusinesses. In addition, Mr. Johnson has been actively managing adjudicated water rights for agricultural clients since 1993.
His extensive farming background and field experience led to his appointment by a San Bernardino County Supervisor to serve as a director of the Mojave Desert Resource Conservation District. Mr. Johnson has also served on the USDA Farm Service Agency for over 18 years and was elected to the Alto Mojave Basin Area Sub Advisory Committee.
Mr. Johnson’s agricultural expertise and deep knowledge of desert climates support his clients in effectively managing and utilizing their resources. He has worked closely with farmers and ranchers to develop sustainable, efficient, and economically viable agricultural operations.
